Personality
Like any woman hoping to get something more out of a Shusai-oriented life than simply honing personal recipes for homemade pie, Cecelia Mosely has perfected the art of the double identity and crocodile tears. It started as a child, of course, elegantly weaving her way out of trouble with her father, using wide-eyed innocence to its fullest; now, she uses Shusai's own stereotypes as a cover. She is crass, capable, and violent — but beneath that layer of well-coiffed hair, pencil skirts, and competent feminine bitchitude, she's more of a direct tomboy, fonder of rough-housing with her older brother than colour-coordinating her wardrobe. Thanks to growing up surrounded by male figures, and the military environment she stepped into as a teen, she swears like a sailor and has, strictly speaking, hardened herself up more than necessary. She did it in order to get through the Academy with goddamn stars and stripes — to make daddy proud, and to prove she wasn't like her mother.
Her life has been one long sequence of carefully deciding which persona works best in which situation — when to cry and sniffle and pull out the handkerchief for sympathy, and when to stand firm and unwavering for respect. It's led to some mistakes, of course, whenever she's tried the completely wrong approach with the wrong person, but years of practice have made her better at assessing what people want to see, and then forming herself into what they expect. Celia is good at displaying properly-feigned interest in someone's sphere of occupation and showing a sympathetic front; she's been presenting a sugary-sweet persona to authority figures since childhood, ingratiating herself with various teachers and tutors, and there's quite a shocking disparity between that and her cadet personality, which is foul-mouthed, intensely sardonic and condescending.
Going from a Shusai-sponsored high school in the inner city — where she was popular and very, very feminine — and straight into the Academy meant a drastic change in circumstances. The smart-talking army cadet took shape right alongside Daddy's Little Girl, all sweet smiles and requests for more pocket money, please? Unfortunately, Celia has become so effective at molding her personality and being a social chameleon that even she's uncertain of who she really is — she makes minute and conscious adjustments to her behaviour so often, she's not sure what would be left if you took away all the expected archetypes. As a result of this pressure from all sides — to be like her father and brother, to be nothing like her mother, to be like other cadets, to be what Shusai doctrine dictates — Celia is intensely (and almost morbidly) set on proving herself. She simply cannot accept failure, and squirms whenever she fails at living up to some sort of expectation.
She also has some rather intense paranoia issues, eyeing for rebels, waiting for the Revolution to turn a corner and destroy her lifestyle, or even to have her legs cut out from under her by an ambitious peer. When it comes to the Revolution, Celia carries both a seething hatred of it and a lingering shame of her mother — there's an inner conflict between fondly remembering their mother/daughter times together, and feeling like she's not supposed to enjoy those memories due to the side Mrs. Mosely chose. It's made for a very, very confused young woman.
All the pressure aside, however, her truest self is most evident whenever she's around her older brother. When she's actually at ease (a hard enough moment to find with Academy recruits), she's capable of relaxing and being a good conversationalist rather than, well, a queen bitch. Celia only becomes truly nasty and violent when placed in competitive environments, which is a trait the Academy has fostered brilliantly. Otherwise, her humour can be a touch snide and deprecating, her pride somewhat tetchy, but she fights hard for what she believes in — and Celia believes in family, loyalty and the way of her country. She's spent some time wrestling with the fact that, despite being strongly pro-Shusai, she is actively going against the proper norm — but she assuages this worry with the knowledge that she wants to be something for her nation, and with the fact that her father approves of her choice.

HISTORY: Father a hardass military man; mother turned out to be working for the Revolution. He instantly turned her in. Currently imprisoned… somewhere.
Conveniently enough, it is easy to support Shusai with an upper-middle-class family — not too high, not too low — with just enough blemishes on your family tree to be aware of them, but just enough to know that you don't like them. it's easy to fall in line when you've never had a reason to step out of it.
Father wasn't entirely a shitty father, but after mother was sent away, the household lacked a certain … feminine touch. Celia grew up tackling menstruation with schoolbooks; hasn't had homemade cookies in years; would rather tie up a guy, leave him in a closet and steal his assignment (true story) than ask him out on a date; and wouldn't know a gourmet meal if it hit her in the face. Still, though, she can subsist really, really well on unappetising army rations.

Her older brother went to the academy; when she followed in his footsteps, rifled through his enrolment packages, the family expected she'd be in it to learn how to be a medic or something like. But she overshot their expectations and decided to go the full mile—
Her time at Cadet Castle hardened her, and formed her into someone less likable, more competitive, but more successful. Good tactician, extremely capable, her pride gives her no problem with listening to orders. really set on proving herself — not just due to the academy's treatment of women, but even the family expected she'd just go for medic training, so she's overshot their expectations by aiming for the full military ride.
