
Once upon a time…
No one knows for sure how long mutants have been around, because by all accounts, they shouldn't even exist. The general public has no idea there are such things as 'superhumans', or that the stuff of science fiction novels could actually be real. Even the mutants themselves don't know what they are, or why they can do the things they do.
In this world, there are no safehouses and there are no support groups. Xavier's school does not exist, and there is no Brotherhood of Mutants. As far as your average mutant knows, they're alone, and it's not exactly a very kind world they've been born into. Any overt display of their abilities is met with suspicion and fear, and even once it becomes clear they're a danger to those they love, these children have no other place to go. There is no wise, benevolent benefactor to take them under a wing and tell them that it's all going to be okay.
Instead, there is only The Facility and a conspiracy of power-hoarding men who know the truth.
Through research, this cloak-and-dagger special-interest group has discovered that these strange powers come from a genetic factor, that their appearance is actually an evolutionary mutation. It is these men who have funded and overseen the development of certain counter-measures, namely in the form of suppresant drugs and some mutation-specific channeling devices, but even they know that those alone will not be enough. While it's clear that this is only the first wave of children to show such unique capabilities, more and more mutants are being born every day, and at some point it will reach critical mass. Eventually the public will become aware.
In preparation for this, they have maneuvred the creation and operation of a classified department within the US government, a covert program known only as 'Weapon X'. When the inevitable comes, they want to be ready. They want to know what's going on and they want to have the upper hand. In more ways than one.
